A mathematical model of program evaluation by means of comparison with analogs

A mathematical model of program evaluation using characteristics of appraised object and similar programs, values of similar programs and weights of characteristics in values of programs are considered. It is shown that sum of characteristics weights may be any positive number. It is demonstrated that acceptably to change the score of program quality if weights of characteristics remain constants.
