Material Reserves of Russia and Its Regions: Historical and Logical Analysis

This article focuses on the formation of material reserves in the Russian Federation. It highlights that the contemporary global economy operates under the dominance of a financial paradigm of socio-economic development, where finance is not merely a separate sector but the predominant sphere, relegating the real economy to a secondary role. In contrast, Russia has historically linked its existence and growth to tangible production and reserves, which have ensured high levels of economic stability and enabled the country to navigate significant challenges. The study reveals that this system has a long-standing history in Russia and has consistently served as a guarantor of security. The article outlines the primary organizational and methodological characteristics of the modern state material reserve, detailing its goals and objectives, types of stock allocation, and the key activities involved in the storage of reserves. It includes a statistical analysis of material reserve storage and examines the correlation between their volumes and the total material damage caused by emergencies, both nationwide and specifically in the Southern Federal District (SFD) and the Volgograd region. The authors provide insights into the notable discrepancies between the volumes of material stocks in the studied areas and the damage incurred, as indicated by statistical data on emergencies. Furthermore, the article emphasizes that the theory of managing state stocks of material resources requires substantial development. The conclusions and recommendations presented underscore the necessity of conducting such studies, which could yield significant socioeconomic benefits for the country and its individual regions.
