The increase in HIV-infection pandemic scale, absence of means of specific preventive maintenance, expensive treatment and economic-social consequences of the disease give the full right to refer to this problem as to one of the most critical in the world. In 2003, almost 5 million people in the world have caught a HIV. For the state and the society, preventive maintenance is much cheaper than the treatment and the maintenance of AIDS-infected people.
