Human integral assessment methodology capital of the region

An important scientific and practical problem is studied - the development of a mechanism for the formation of a regional innovation subsystem. The exceptional importance of the effective development of innovative subsystems of the regions as the basis for accelerating scientific and technological progress and enhancing innovation throughout the country has been established. Various theoretical and methodological approaches to determining the essence and content of the regional innovative subsystem are analyzed, its specific characteristics are revealed. It is proved that the internal content of the functioning of the innovative subsystem of the region can be described by the action of the triple helix principle. At the same time, stakeholders interact within the framework of this subsystem in the process of generation, distribution and consumption of innovations.
