The mechanism of realization of special military operation participants' rights in the digital environment: problem statement

The article raises the problem of the mechanism for implementing the rights of special military operation participants in the digital environment: it has difficulties (certain prohibitions on the use of mobile communications and restrictions on Internet access), which are due to objective reasons and the need to respect state and military secrets. We consider it's possible to find a balance by using the infrastructure of digital citizenship (while the range of legal issues involved is wide and diverse). The issue of legal culture in this context and the right to information in a broad sense is outlined. For discussion and further research, the author formulates some solutions to problematic issues, including those related to the civil legislation of the Russian Federation.
