Mechanism of Mutual Influence Between Human Resources in Organizations of Secondary Vocational Education and Human Resources Potential of the Region

The relevance of the research is determined by the need to increase the effectiveness of regional staffing in a dynamically changing labor market and socio-economic environment. The author analyzes modern approaches to understanding the human resource potential of the region, its structure and role in the development of the regional economy, and also identifies the relationship between the human resources of the organizations of secondary vocational education and the human potential of the region. The article proposes a mechanism of mutual influence, including goals, object and subjects of management, as well as key conditions and assumptions for its functioning. The stages of managing the region’s human resources potential – formation, activation, preservation, development, and evaluation – and the impact of human resources on each of them are considered. The need for a developed social partnership, systematic forecasting of personnel needs, information technology support and effective feedback mechanisms is emphasized. The practical significance of the research lies in the development of an integrated approach to managing the region’s human resources potential, taking into account the mutual influence with vocational education, which makes it possible to improve the quality of personnel training, adapt educational programs to the needs of the economy and ensure sustainable staffing of the regions. The results of the work can be used in regional policy, educational planning and personnel management to optimize the processes of training and using human resources.
