The article discusses the key mechanisms for professional training and development of human resources capacity of state and municipal employees, which Administration of Ulan- Ude has been already implemented in practice. It is revealed that evening on-the-classes (distance learning), as well as sharing of experience are the basic methods of training. The foreign experience of leading European countries and the systems of France and Germany in more detail are considered. We have analyzed the presentations on advanced training of state and municipal employees within the framework of the “Gaidar Forum - 2019”, as well as the statistics on implementation of the personnel policy by Administration of Ulan- Ude. As a result, it has been revealed that there is a need to introduce new methods of training municipal employees in Ulan-Ude, and the most promising of them are proposed.
