The local governing system in Bukhara emirate

According to historical sources of manghits period, state governing system was in two stages: central and local government systems. There were only three sovereign positions ( bek, qazi, rais ) which were appointed by the emir in the local government system. In this governing system high position was taken by bek, who was appointed by the emir, but qazi, who rules the court works in the bekid, bek (local ruler) controlled the works of the bekid. For that reason, it was easy to set free bek from his position than qazi. Emir who was governing both sides established a new system to control political, social, economical situation. The person who was sitting on the position of bek should possess the title of kushbegi, biy, dadkhakh, sudur, divanbegi, toksaba. For example Astanakulbiykulli kushbegi in Hisor, Abduohafizbekbiy dadkhakh in Shirabad, Mirza Salimbek biy in Baysun. In its own turn the bekid was divided into amlakdarlikand also formed their service staircase too. Under the rule of amlakdar there worked katib, mirab, amin and aksakal and their working time lasted 2-3 years. Aksakal, minbashi, and elbegi were elected by voting by people and if they worked well, they could work for a long period in their position. One of the main tasks of amlokdor was to collect different bills and money from people who live in this area and to get information about the social lifestyle of people. Then the bills and money, which was gathered by amlakdar, were taken to the treasure of the emirate by bek. The works of on this process solved their future position that they will work or not and be prized financially and morally. In the emirate of Bukhara salary was given to people who works only state governing system and on its turn, they were given financial aids too. Beks were organized social, economical and cultural ceremonies in this area. For instance: Abdukarim dadkhakh the bek of Denau, Mirza Salimbek biy - the bek of Shirabad and Baysun. To summarize that in manghits period the works which were done in the local governing system of the emirate of Bukhara are mentioned in the scientific works according to sources, scientific literature and archive documents.
