Studying economic stability of sanatorium-and-health-resort complex: methodological approaches

Under conditions of global financial crisis and the introduction of sanctions the issue of stability of industrial complexes in the regional and all-Russian levels becomes significant. There is need to identify the opportunities for the development of sanatorium-and-health-resort complex, as well as mecha- nisms and reserves of smoothing the negative external influences. The spe- cialized accommodation facilities providing services for treatment, rehabilita- tion, accommodation and food are a key element of sanatorium-and-health- resort structure. Stable operation of the accommodation facilities is very important, because these institutions are the main objects that provide ser- vices and affecting quality of people''s health. The economic stability as a category is the research object of this article. The concept of stability the most developed in the natural sciences (biology, chemistry, physics), industrial production (mechanical engineering), financial activities (banking sector), economics (economic theory, macroeconomics. A systematic approach to forming this concept in respect to sanatorium-and- health-resort complex development is not developed. The article is focused on the economic stability of sanatorium-and-health-resort complex through example of Southern Federal District. Southern Federal Dis- trict occupies leading positions in Russia in health tourism, has a unique natural resources and a mild climate, respectively, there is a prerequisite for the further development and strengthening of the socio-economic importance of sanatori- um-and-health-resort complex for the regional development. The meeting of the presidium of the State Council of the Russian Federation "On measures to improve the investment attractiveness of the sanatorium- and-health-resort complex in the Russian Federation" held on August 26, 2016 in Belokurikha, arrived at decision to develop a strategy for sustainable development of the sanatorium-resort complex. This highlights importance of the solution of problems mentioned in the article.
