Methodological approaches to the assessment of social and economic systems of industrial centers in the region

This article provides an overview of methods for evaluating regional industrial centers. The use of the author's approach in the analysis of an industrial center as a future growth area is justified. The principles of the methodological approach based on the analysis of dynamics of interrelated indicators, characterizing the social and economic system as a complex system consisting of subsystems, are described. The urgency of this issue is conditioned on the process of population concentration in urban areas, migration of rural population to cities and inclusion of rural population in the boundaries of growing cities, transformation of rural settlements into urban settlements; historically high concentration of industrial production in the Urals; theory of spatial development in the framework of which the growth poles can and should be industrial centers, which will include leading enterprises of the industry. The author proposes the following methodology for assessing the social and economic systems of industrial centers, divided into stages: 1) identification of potentially possible growth points; 2) assessment of a system and the choice of a standard industrial center; 3) assessment of prospects, development scenarios. When selecting growth points, the main criterion is a significance of an industrial center for the region according to dynamics and the amount of paid salary (a pattern of income taxes (PIT); the activity of small and medium-size business (in terms of tax revenues Simplified Tax System and Single Tax on Imputed Income in the budget of industry urbanization). This methodological approach is different from the existing ones, because it takes into consideration the peculiarities of real institutional environment, includes vector estimation, allows a researcher to get a prospective analysis of the development stability using parameters of regression equations and comparing them with intra-group values and the standard basic level of development in terms of a growth point.
