Methodological asset as a mechanism for improving the quality of the personnel potential of secondary vocational education

The principles of the national system of professional growth of teaching staff, formulated by the Government of the Russian Federation in 2019, found their logical continuation in the federal project “Teachers and Mentors”. These strategic documents emphasize the importance of scientific and methodological support for the activities of teaching staff and demonstrate a stable locus of attention and control on the part of the state to the professional growth of teaching staff. The regional methodological asset (RMA) as an element of the unified federal system of scientific and methodological support for teaching staff (EFS NMS) today plays a significant role in improving the quality of the human resources of secondary vocational education. It can be argued that the activities of the RMA today are becoming an effective mechanism for improving the quality of human resources. With sufficient development of the federal and regional regulatory and methodological framework governing the activities of the RMA, its practical implementation has specifics in each region of the country. In particular, in the secondary vocational education system of the Chelyabinsk region, it was built into the functioning of regional methodological associations. For more than twenty years of their history, regional methodological associations are rightfully considered an effective and authoritative methodological platform in the region, influencing the quality of vocational education, so the decision to integrate these resources was not accidental. In fact, we are trying to implement a two-level mentoring system in the activities of the RMA. At the first level, the regional methodologist, using the resource approach, improves those competencies of the RMA members, which at the next level of mentoring will help to improve the professional qualities of teachers of vocational educational organizations with professional deficiencies. The approach we presented, based on the integration of the RMA and regional methodological associations, can be used to improve the performance of regional segments of the Unified Federal System of Scientific and Methodological Education.
