Methodological toolkit for expert monitoring to assess the effectiveness of government program implementation in the field of education and humanitarian cooperation

The article is dedicated to the development and substantiation of a methodological framework for expert monitoring of the progress and outcomes of activities within state programs in the fields of education and international humanitarian cooperation, funded through grants in the form of subsidies. The main focus is on compliance with legal and methodological requirements established by the legislation of the Russian Federation, including the Regulation on the State Program Management System and the Rules for Grant Provision. The study distinguishes two types of criteria and indicators: those for interim monitoring (assessing the implementation of activities and achievement of interim results) and final monitoring (evaluating performance and efficiency). The article outlines the monitoring tasks, proposes a structured reporting format, and defines criteria and indicators that ensure reliable and comparable evaluation. It emphasizes that the methodological framework must ensure the connection between resources and results and support timely management decisions. The research is based on elements of the theory of change and combines qualitative and quantitative expert assessment methods. The results can be used to improve governance mechanisms of state programs aimed at the development of education and humanitarian cooperation.
