The article is devoted to the justification and development of a methodological approach to the assessment and improvement of the personnel management system. The need to ensure the required development dynamics of a company, purposeful highly motivated personnel activity in a highly competitive innovation environment, and insufficient development of methodological provisions for assessing and improving the personnel management system determine the relevance of the study. Using methods of system, structural and functional analysis, a methodological approach to assess the personnel management system has been developed, including the author's criteria, methods, and procedures for calculating indicators. An empirical study of the impact of the state of the personnel management system on employee performance indicators is conducted. Based on the established dependence, methodological recommendations and a scheme for improving the company's personnel management system are developed. The difference between the proposed approach to the assessment and improvement of the personnel management system and the existing ones is the use of the key properties of the personnel management system and personnel necessary for continuous improvement and innovative development of the organization as a basis for developing criteria and indicators. The developed methodological recommendations are based on the author's empirical dependence of personnel productivity on the indicator that characterizes the state of the personnel management system.
