Methodology for Value-Based Human Capital Assessment in Quality Management Systems (Based on ISO 30414)

The article focuses on developing a methodology for the economic valuation of human capital as a strategic asset of an industrial enterprise implementing a quality management system (QMS). Based on an analysis of ISO 30414:2025 and research by Russian scientists, the paper proposes an applied model for valuing human capital that links indicators of employee turnover, labor productivity, personnel competence, and engagement with the organization’s financial performance. The model integrates requirements of ISO 9001:2015, ISO/IEC 17025:2017, ISO 10018:2020 for personnel competence and the concept of quality cost management, enabling a 20– 30% reduction in related expenses. The article presents calculation formulas, a system of key performance indicators (KPIs).
