Changes in theoretical-methodological and practice-oriented approaches in social and cultural activity are considered. Features of transformation of the methodology of the theory of social and cultural activity, which in the near future will determine the direction and context of theoretical studies, including the formation of a methodology that takes into account the dynamics and variability of external environment, national-ethnic, cultural and tourist features of the territories, the commercialization of certain areas of social and cultural activities. A notable feature of methodological developments today is the personalization of social and cultural activity and the development of the foundations for their integration into the system of state cultural policy. It is shown that the methodology of social and cultural activity today cannot be considered in isolation from the factors of the external environment, which is a kind of challenges for the methodology of the theory of social and cultural activity, and at the same time these challenges can become possible directions of development. The possibility of transferring methodological ideas into practice based on the substantiation of the principles and priority areas of practical activity is shown. The author connects the strategy and tactics of the development of modern social and cultural activity with the orientation of social and cultural activity to solve social and cultural problems and improve the quality of life of the population.
