Methodological basis for the formation and implementation of the state defense order under modern conditions

The authors of the article present a conceptual approach to the formation and implementation of the State Defense Order in the context of a special military operation and the introduction of martial law in a number of territories of the Donetsk and Luhansk republics and regions. In the course of the presentation, the methodology of military-economic analysis is used, which makes it possible to reveal the essence of the State Defense Order and the features of its implementation in combat conditions. The conceptual approach makes it possible to clarify the goals and objectives of ongoing operations, ideas about the military-economic process, the place and role of the military economy in it as an integral part of the national economy and as a science of military-economic relations and the laws governing these relations. Under the influence of military-economic needs, views are changing on the strategic planning of military operations, their organization, aimed at ensuring the success of a special operation with minimal losses of personnel, preserving equipment and weapons. The conceptual approach involves an analysis of changes in the formation of the material basis for the implementation of the State Defense Order, which reflects structural shifts in the sectoral structure of industry, in the activities of defense industry enterprises that are restructuring their production programs to primarily satisfy military-economic needs. Military science focuses on strategic planning, planning for tasks aimed at fulfilling defense orders, interaction between customers and executors that ensure the priority satisfaction of military-economic needs. The subject of analysis and objects of study are decisions on military-economic issues, which are taken jointly by state and military authorities. The purpose of the conceptual approach is to offer suggestions and recommendations that contribute to the success of the operation.
