The article deals with a tool for accomplishing goals that are set by the present society and the Government of the Russian Federation in the field of education. Forming the professional competence of heads of schools in the system of additional professional training is a resource, which shall ensure fulfilling the tasks that schools face today, and increasing human resources of the education system in general. Heads of schools’ professional competence is an integral professional - personal quality, which has a complex structure, including a functionally interrelated components: a) motivation - a set of motifs that are adequate to the purposes and objectives of management; b) cognitive - the body of knowledge needed to manage; c) operational - a set of skills and practical problem solving skills; d) personal - a set of critical control of personal qualities; e) reflexive - a set of abilities to anticipate, evaluate their own work, to choose a strategy of behavior. Under the formation of professional competence of school leaders we mean the conscious development of the subject of the perfect form of action. Mastering the leader of the school of the perfect form of action is changing not only his business but also his own. Formation of professional competence of the head of the school is seen as a synthesis of three components: base (management) activity of the subject, innovation, perceived from the outside or the result of their own creativity, and the ability to choose the responsible innovation. This article examines one of the tools for implementing the goals of the present society and the Government of the Russian Federation in the field of education. Shaping professional competence of heads of schools in the system of further education - a resource that can support the challenges currently facing the school and improve the human resource capacity of the education system as a whole.
