Methodological approaches to determining the multiplicative effect of interregional tourist projects

Accelerated development of the tourist market and increase in the level of requests and requirements from the consumer of services, creates an additional impulse for the introduction of new forms of interaction between regions and specific tourist destinations. Interregional tourist projects should be recognized as one of such promising forms of territorial cooperation. To quantify the impact of this kind of projects on regional development, in the opinion of the authors, the most adaptive theory is the multiplicative effect. According to this theory accumulation of additional volumes of financial resources is possible to replenish the revenue part of regional and municipal budgets, the generations of new jobs, the natural growth of regional gross domestic product, increasing the investment attractiveness by implementing large infrastructure projects, including in the field of recreation and tourism, in addition to solving individual problems and achieving the interests of a particular investor or territories. The absence of a generally accepted mechanism for the quantitative evaluation of inter-regional tourism projects, taking into account their effectiveness, not only for individual market entities, but for the entire economic system, predetermines the need for the development of appropriate methodological and methodological support. The multiplicative effect of the implementation of inter-regional tourist products can be considered from the point of view of three basic levels - spatial-territorial, cumulative and synergistic. The authors propose a methodology for calculating the tourist multiplier taking into account the specifics of technological support for the organization of domestic and inbound tourism, which includes such stages as the determination of the total base for calculating the level of aggregate consumption, the calculation of changes in the level of aggregate consumption, etc. We should also talk about two key types of effectiveness of interregional tourism projects - economic and social.
