Methodology of accounting and measurement of educational migration of population: problems and prospects of development

Currently despite the rapid outflow of the youth to the central higher educational establishments the issues of educational migration have not been taken up, though the demand for multiaspect perception of migration mechanisms and trends requires scholars representing different branches of science to study the phenomenon. In Russian different ministries and departments (Ministry of Internal Affairs, Ministry of Education and Science, Ministry of Labor and Social Protection of Population) and their lower organizations are the subjects for the migration data collection. Correspondingly the system of statistical accounting in the Federal service of state statistics of the Russian Federation is the key and most reliable source of information about migration. However, it does not provide detailed data about educational migration of the population. Lack of analytical data does not allow estimating the current outflow migration rate beyond a region and their further migration settings. The purpose of the article is to develop a complex approach to the analysis of educational migration of the population of a region on the basis of the comparative analysis of the current methods for the data collection of educational migration. Russian and foreign experience of the data collection on educational migration has been studied that has permitted to reveal the specificity of methodological approaches used to measure the educational migration of the population. The novelty of the study is to summarize and compare the current methodological approaches to the collection of data that characterize educational migration. The obtained results have revealed that sociological methods for population observation (biographical interviews, focus-groups, etc.) are becoming important tools for obtaining detailed and various data about educational migration. It has been proved that the complex use of statistical accounting and sociological surveys permit to reveal the current state of educational migration of the population, to determine further migration settings of the youth, as well as to determine particular factors affecting the university graduates displacement to build agent-based models of educational migration of the population in a region.
