The article actualizes the problem of the development of reading literacy of younger schoolchildren in literary reading lessons. The concepts of "functional literacy", "reading literacy", and "reading competence" are considered. The development of reading literacy of primary school students is an urgent problem in the field of education. In modern society, the reading comprehension skills of younger schoolchildren have significantly decreased. Many students have difficulty completing assignments and face problems understanding the content of texts. Reading is one of the basic skills necessary for the successful study and development of a child, it is important to pay due attention to this aspect in the educational system and provide support from parents and teachers. Literary reading lessons are an important part of the educational process of younger students. A primary school teacher should know not only various techniques and techniques, but also select certain tasks aimed at forming meta-subject results in the field of students' reading literacy. Analyzing the psychological and pedagogical literature on the problem of the development of reading literacy in younger schoolchildren, we identified the problems that arise when reading texts and writing in literary reading lessons, defined the terms "functional literacy", "reading literacy", "reading competence" from the point of view of scientists and methodologists. Diagnostics was carried out to identify the level of development of reading literacy of younger schoolchildren in literary reading lessons. Based on the results, we have developed a pedagogical project for the development of reading literacy of younger schoolchildren in literary reading lessons. The project can be recommended for use in educational organizations, which will increase the level of development of reading literacy of fourth grade students in literary reading lessons.
