International legal regulation of cyberspace

This article deals with issues that relate to the main problems of international cyberspace law: jurisdiction, arbitration, and legal instruments. The author sees a conflict between the regulation of international law on cyberspace and the tendency of states to promote digital sovereignty. It is concluded that in the future, international law on cyberspace is unlikely to be fully applicable to state actors.
