International aspects of the development of the institute of social partnership in the labor relations

Along with the ongoing formation of a digital economy, it is now possible to ascertain the implementation of the so-called “fourth” industrial revolution, which is characterized by the development and mass introduction of artificial intelligence, automation, and robotics into production. Under the influence of these processes there is a transformation of the world of work, the emergence of qualitatively new trends in its development. Experts highlight such most important trends as job cuts in traditional sectors of the economy; distribution of new technologies requiring retraining and retraining of employees; rising unemployment, aggravation of employment and pension problems; expansion of informal employment. Such trends reinforce the need for socio-economic modernization in Russia and determine the relevance of the study of international aspects of the development of the institution of social partnership. The article concludes that a system of trilateral and bilateral interaction between the state, employers and trade unions at the federal, regional, sectoral and organizational levels based on collective bargaining has been created and is functioning in Russia. Based on the use of document analysis methods and case studies, a conclusion is drawn on the implementation in Russia of international cooperation practices as a direction for the development of the institution of social partnership in the world of work. Such practices include programs of cooperation between the ILO and the Government of the Russian Federation, joint projects of the ILO and Lukoil. The article analyzes the experience of implementing similar programs and projects, discusses their main areas and contents.
