International educational programs as a factor of competitiveness of regional university

The article reveals the role of international educational programs as a tool for the development of university’s innovation environment in the context of globalization and the development of the knowledge-based economy. The paper reviews the experience of extending international relations at the Industrial University of Tyumen. The author concludes that the development of the international educational programs of Russian universities, in particular regional ones, depends on the specific features of university branches and their location.
