International framework for supporting small and medium-sized businesses in the legislation of the Russian Federation

Small and medium business is an important aspect in the economy of the Russian Federation. Adequate attention is paid to the development of a cluster of small and medium-sized businesses - policy directions are determined, normative legal acts are developed and adopted, and support measures are implemented. The issue of supporting small businesses is relevant throughout the world economic space. To solve urgent problems, international associations are being created, such as the Eurasian Economic Union, the Commonwealth of Independent States, BRICS, the World Trade Organization and others. On the basis of these organizations, documents are adopted that regulate the "general" approach to organizing support for small businesses in countries. But at the level of national legislation it is not always possible to use the norms of international law. Study question: to what extent international norms in the field of entrepreneurship support are applied and reflected in the legislation of the Russian Federation. To answer the question, the article examines the "Agreement on the Support and Development of Small Business in the CIS Member States", "Model Law on State Support of Small and Medium Business". In general, there is a positive practice of applying the international framework for supporting small and medium-sized businesses in the legislation of the Russian Federation. An important factor hindering the effective application of international norms is the specific features of the national legal framework in states. The creation of norms that are effectively implemented in any legal system is a rather difficult task, but the solution to this issue can be the harmonization of the civil legislation of the member states of international organizations.
