Missions of universities and their consolidation in the context of scientific and technological development of the state and creation of inter-university campuses: teleological, strategic and inclusive aspects

This article is devoted to the study of the role of inter-university world-class campuses in the implementation of the Strategy for Scientific and Technological Development of the Russian Federation, as well as the importance of complex missions of such campuses, formed through the consolidation of missions of individual universities, to achieve the goals and solve the problems of the said development. The article analyzes the relationship and interdependence of the development of universities, as well as inter-university campuses and regions, substantiates the need and expediency of their synchronous and parallel development, and emphasizes the importance of inclusive processes of inclusion and attraction of the international element in the studied development process. Certain aspects of the implementation of projects of inter-university world-class campuses are considered on the example of a project being implemented in the Chelyabinsk region.
