A multi-level regional complex as a new form of vocational education (as practiced in Rostov oblast)

The purpose of this article is to reveal the reasons which laid the foundation to the growth of new educational systems in large areas. The advantages of these new educational systems are examined. The principal concern of the article consists in consideration of social projection in the domain of a regional educational system. The essence of every stage of the projection is brought out. Special attention is given to the role played by the instituations of secondary education in the growth regional educational systems.
