Labour mobility on segmented labour market in the case of hiring

The paper is devoted to the study of the nature of labour mobility in the Russian labour market. The analysis of the labour market structure was carried out by identifying sectors of the economy where, on the one hand, progressive processes of substitution of labour resources was observed, and where, on the other hand, adverse processes dominated. The Rosstat data served as the information base, allowing analysis of the whole scale of the Russian economy. The information comprises data about enterprises and organizations of 32 enlarged groups of economic activities according to the Russian Classification of Economic Activities” (OKVED) with the disaggregation of the industrial production sub-sectors. Indicators of hiring of workers, as well as affecting the scale of labour inflows market regulators were put in the basis of the model. The system of characteristics of the labour market reflected the differentiation of economic activities with regard to the stability and attractiveness of jobs, the level of qualitative updating of the system of workplaces and the shortage of personnel in new positions. Cluster analysis showed a pronounced segmentation of the Russian labour market. The construction sector, trade, hotel and restaurant business by the characteristics of hiring personnel stood out sharply in the labour market with a large scale updating of jobs system and high labour mobility. Nevertheless, this sphere of labor was extremely unstable and did not fully meet the salary requirements, which explains the shortage of staff to replace both existing and new vacancies. The processes of qualitative improvement of employment were uneven: in "basic" industry sectors they were "sluggish" in nature, and in finance, real estate and science, on the contrary, the changes were quite active.
