On the basis of the results of theoretical research and generalization of practical experience pedagogical model of formation of legal culture of young offenders in special closed vocational schools is developed. Meaningful description of the structure of model elements and their relationships is presented. A distinctive feature of the model constructed from the existing is a broad introduction to the educational process of innovative technologies of social and cultural activities. The criteria, indicators and levels of formation of legal culture are established. On the basis of the model program of education of legal culture and law-abiding behavior «legal culture - the way forward» is developed, which is the practical testing has revealed to have the great potential in the formation of the legal culture
