Today, the disadvantages of the system of training physical culture specialists oriented on the training of a graduate artisan, the specialist in training the motor skills and knowledge of the student have become more and more perceptible. The goal in accordance with the requirements of the Concept of the Federal Targeted Program «Development of Physical Culture and Sports in the Russian Federation for 2006-2015» is set at the education of a graduate of a university who possesses a high level of scientific potential in the content of the theory and methodology of the whole complex of subjects of the system of physical education. This article shows the content of the didactic chain of the organization of the formation of the scientific potential of students of the physical culture university. The definition of «pedagogical management», included in the title of the article, has its innovative advantages: it directs the subject of management to the research work of students as a pedagogical sphere of activity; It facilitates the choice of methods of pedagogical influence, taking into account general and particular tasks and analyzing the result; it allows to adjust the learning process based on the quality of each stage of management; it combines the functions of the organization of education and upbringing, ensuring the formation of the scientific potential of students of a physical culture university
