In higher education design activity was traditionally the responsibility of each educator. However, the design at a group level has not yet received a proper theoretical understanding and methodological grounding, since before the entry into force of the FSES of the third generation such projects were created by teaching centers for training specialists. In this regard, it has become urgent for educators to develop a model of the educational and scientific process of Bachelor's and Master's training in collaboration with other subjects, in particular, it is urgent to analyze the model, identify its characteristic features, describe the limitations of the general educational programs at different levels of education. This article is targeted at solving the tasks mentioned for Master’s programs. It also discloses some aspects of design technology of the basic educational program for Masters at a group level.
