Multilevel system model of distance learning management at the university

Currently, the majority of Russian universities use the elements of distance learning in the educational process. To implement the system of distance learning at the university you need to choose between creating your own distance learning system and adapting the experience of other Russian universities to the local context. The model of a multilevel system of distance learning management at the university allows you to determine at what level the existing distance learning management system is and identify the shortcomings of this system. The analysis will require data on the relevance of each element of the system of distance learning management at the university; on the functional interrelations of each division; on the channels of communication; on the staff functions of each division; on the outcomes of the training courses on working in the virtual educational environment for each category of users. The objective of the study is to characterize each level of the developed model of multilevel system of distance learning management at the university. Results of the research were obtained with the use of experiment, data analysis and testing. The developed model can be applied to the analysis of the existing management systems of distance learning at higher education institutions, to identify the weaknesses and to develop measures for the system improvement.
