Бесплатный доступ

The article draws attention to the fact that the models of the Russian state changed twice during the twentieth century. The essential foundations do not keep up with changes in the regulatory, institutional and functional principles of the model, which, in turn, leads to inefficiency of the state as a whole. Using the example of the development of constitutional legislation, the author demonstrates, using dialectical and systemic methodology with elements of legal hermeneutics, based on the comparative legal method, the problems of forming mass legal consciousness and functioning of the state. Finally, it is concluded that the stable presence of the interests of both man and mankind makes the state an entity capable of preserving the world legal order at the present stage.
