Competency models in public service: international practices

The research describes the most common approaches to developing competency models for public officers in foreign companies. Improving the quality of staff selection, increasing the efficiency in the workplace and conducting an in-depth analysis of labor activities of an employee or the organization as a whole became the key prerequisites for building the above-mentioned models. The choice of the relevant competency model depends on the specific nature of the state structure, the requirements for a job position, the internal rules and regulations of a company. The competency models of foreign government bodies are similar in structure but differ in the nature and scope of activities of an organization or a department. Foreign government agencies pay much attention to such professional competencies as flexible thinking, strategic planning, interpersonal relations, management skills. These competencies help strengthen the relationship between the state and society, develop public service as a democratic and professional institution aimed at maintaining social well-being.
