Information-motivation educational space modeling in globalization conditions (in case of Buryat Republic)

This article describes features of IT embedding into the educational system of Buryat Republic and creation of associated infrastructure that let solve problems of social-economic relations subjects interconnections in more effective ways. Author says about «informational-motivational space» term, as a complex of acts aimed on comprehensive coverage of young generation, as a key resource to realize full management by their development vector and building a healthier generation for the first time. Author modeled the scheme of building educational policy of Buryat Republic, taking into ac-count the role of young generation as a key element. There are strategic directions are disclosed in the model, ranked by priority levels and tools. In the article the author focuses attention on the fact that in the national regions (on the example of the Republic of Buryatia) in the conditions of globalization, a complex information infrastructure is needed that includes information resources, information systems of various classes, and the system of forming public consciousness. At the same time, when modeling the educational policy on the basis of information-motivational space, it is necessary to take into account the concept of public security, the concept of information security and the strategy of social and economic development of the national region, since the introduction of this model of educational policy presupposes a secure network interaction of all its participants. In constructing the model of educational policy, the author bases on the concept of the ANO «Interregional Practical-Oriented Laboratory» «Modern management methods based on information technologies». The concept touches upon the creation of an inter-connected infrastructure with the interaction within its framework of state bodies, political and public organizations, and the business community. Thus, the author assumes the construction of a model of educational policy in the context of globalization precisely on the basis of an information and motivational space based on the interaction of information and educational spaces.
