The article raises the problem of developing a system approach to the formation of innovative activities effective mechanisms. The author substantiates the possibility of application of system-integration concept and institution-evolutional theory outline to the analysis of mesoeconomic systems. Using distance-time characteristics, micro-and mesoeconomic systems of innovative economics have been structured.
