The cluster model of interaction between a pedagogical university and a school for advanced studies is one of the innovative forms of work in organizing activities for inclusive education of persons with disabilities. The creation of a single cluster model of inclusive education presents quite serious difficulties, since inclusive education in our country is still on the way of formation, inclusive practices are heterogeneous and unstable. The introduction of a separate module “Inclusive Education” into the cluster dynamic model makes it possible to increase the effectiveness of scientific and methodological support for teachers of educational institutions working with children with disabilities, organize long-term prospective cooperation aimed at effective interdepartmental interaction, expand the possibilities of theoretical and practical development of inclusive education, and also solve a number of organizational and methodological problems
