Monitoring the network interaction between non-profit organizations in the form of territorial public self-government and municipal government entities

Introduction: modern socio-economic transformations create an urgent need for the municipal government system to find additional reserves and potential, to increase the profitability level of budgetary and financial organizations in the territories. The profitability of municipalities can increase by involving non-profit organizations (NPOs), the intensification of interaction with which expands the socio-economic areas of local development. This article considers one of the tools for such interaction, i.e. the network nature of links developing between participants of NPOs in the form of territorial public self-government and municipal government entities. Objectives: to develop a system for comprehensive monitoring of the interaction process between NPOs in the form of territorial public self-government and municipal government entities. Methods: the author’s methodology for monitoring is proposed, including special coefficients reflecting the organizational, functional, process and expert areas of interaction. The empirical basis was formed by an expert survey and municipal statistics data. Results: the article substantiates an original monitoring system based on the calculation of a set of coefficients reflecting the key areas of interaction between NPOs and municipal government entities, which together made it possible to comprehensively assess the NPOs level involvement into the implementation of municipal government functions. It has been proven that the proposed set of coefficients reproduces the overall picture of interaction. The article also discloses in detail that the proposed monitoring is of a strategic nature, reflecting the current management realities in Russia. Conclusions: the developed system of comprehensive monitoring of the interaction process between NPOs in the form of territorial public self-government and municipal government entities and the analysis conducted on its basis allow us to conclude that the expansion of the methodology for assessing the effectiveness of NPO management practices in the municipal government system is justified and necessary.
