Motivation of State and Civil Servants: Factors, Models and Mechanisms for Improving Efficiency
This article is devoted to the theoretical substantiation and practical analysis of the motivation sys-tem for state civil servants. The relevance of the study is driven by a significant discrepancy between the current motivation model and contemporary management challenges, as well as the dominance of external factors (the pursuit of stability) over internal ones (self-realization), which objectively reduces labor productivity and the innovative potential of the state apparatus. The author employs a set of theoretical and empirical methods, including the analysis of regulatory and legal documents, systematization of scientific approaches, synthesis of statistical data, and results of sociological studies conducted between 2023 and 2025. The study identifies and systematizes key problem areas: low efficiency of the motivational mecha-nism, imbalance in remuneration, formalism in performance appraisal procedures, conservatism of HR technologies, and a deficit of value-based and meaningful components of organizational culture. Based on the integration of human capital theory, talent management, and organizational culture, the study proposes directions for transforming the motivational structure toward enhancing the internal engagement of civil servants. Practical recommendations are formulated for improving the incentive system, including the dig-ital transformation of HR processes, the implementation of modern assessment methods, and the develop-ment of a client-centric service model for the civil service.
