Can an authoritarian state be social?

The article discusses the problem of correlation between social state and political regime. The author draws attention to the high position in the world rankings, a ranking of the state of the world in terms of quality of life, countries with authoritarian regimes and comes to the conclusion about expediency of allocation models of the authoritarian welfare state, characteristic of non-Western countries.
