On the way to the first constitution: land policy in the first months of Soviet power

The article analyzes the first normative acts of the Soviet government in the field of regulation of land relations, which preceded the adoption of the Constitution of the RSFSR of 1918. During this period, the legal regime of lands was based on the idea of socialization of the land, which met the interests of the peasant majority, which consisted in the abolition of “all” property. The studied acts already clearly demonstrate a fundamentally new approach to regulating the use of land plots. Despite the absence of a state monopoly on land, the government concentrates the management and disposal of land plots in its hands, uniting them into a single land fund. During this period, the formation of the main groups of land relations takes place: state land management; distribution of land plots; various aspects of the right to use land, as well as the administrative procedure for resolving land disputes.
