National qualifications system of the Russian Federation as a factor to modernize the assessment and attestation in vocational education

“National qualifications system” is viewed as a modern mechanism to coordinate the demands of labor sphere and supply of vocational education. Structural components of the National qualifications system of the Russian Federation (hereinafter NQS RF) list of economic activities, National qualification framework, industry qualification frameworks, professional standards and their approval procedures, lists of qualifications and competences, and the structure of its organizational and managerial support are described. Special focus is on the analysis of independent assessment system of the quality of vocational education - certification of qualifications. Proposals for changing the system of assessment and attestation of educational results of the students on the programs of secondary vocational education due to NQS RF are made. An example of organization procedure to assess the quality of vocational education in Samara Region within the introduced segment of NQS RF is drawn.
