Directions of State Financial Support for Agriculture in Modern Conditions

The current geopolitical circumstances and sanctions restrictions have not only created new threats to agriculture, but also proved the industry’s potential and multiple prospects for its development. Traditionally, a significant role in this issue belongs to the state and prompt response in terms of ensuring financial support conditions. Government financial support measures include a fairly wide range of opportunities that have been improved in recent years (the list of concessional loans has been expanded, the procedure for providing subsidies and grants for agriculture has been changed, the fixed interest rate has been replaced with a floating one calculated for different areas of activity of farmers with concessional loans, etc.).The article presents the key measures of such support and the conditions for obtaining them. In order to solve the problem of the shortage of personnel, the state has proposed a new type of grant “Agromotivator” for veterans and participants in a special military operation who have been discharged and wish to engage in agriculture. For the rhythmic renewal of the agricultural machinery fleet, a new program of preferential agroleasing has been launched through the mechanism of infrastructure bonds. The lack of consistency in the information aspect on financial support measures for the industry and the conditions of digital transformation have raised the issue of launching an information system of digital services for the agro-industrial complex, reflecting up-to-date information on government support and allowing its prompt receipt online. Amendments to the mechanism of agricultural insurance are aimed primarily at the interests of farmers themselves. It will be important to reduce the maximum unconditional franchise for multirisk crop insurance and change the list of risks in the insurance of farm animals.
