Ways of improving management of police officers’ advanced training

The authors consider peculiarities of police officers’ advanced training, reveal theoretical aspects, functions of managing this process, detail tasks and organization of this process under present conditions. Estimating the requirements set by the normative legal basis, with regard to positive and negative aspects of the present system of managing police officers’ advanced training the authors reveal the following ways of its improvement: optimization of the structure of advanced training organizations and divisions in the system of the Russian Ministry of Internal Affairs, implementation of the methods of making proper management decisions into the management process, complex usage of informational provision in the management of advanced training, applying effective methods of individualization, differentiation and distance learning, establishing institutions and agencies of Internal Affairs similar to learning organizations, introducing leading experience of domestic and foreign systems of advanced training. The main methods are: analysis, synthesis of scientific sources and summarizing practical experience. In conclusion the authors provide the outcomes of the empirical experimental work proving its rather high effectiveness, show the sphere of employing the achieved results (in selection and assignment of the staff, implementing new approaches and technologies in professional activity, revealing potential leading staff in law enforcement agencies).
