Transition to federal state educational standards (FSES) involves changes in objectives, content of vocational education in the organization and learning environments. These changes are primarily associated with the transition of the new educational trajectory as modular competency approach, which is defined as the ideology of modern vocational education, improving the quality of vocational education by providing training requirements of graduates of vocational education needs of employers.
