The purpose and choice of the type of coercive measures of a medical nature in the aspect of effective prevention of socially dangerous actions of persons with mental disorders

Purpose of the study. Development of scientifically based approaches to the administration and selection of the type of compulsory medical measures. Materials and methods. The analysis of data of the State Statistical Reports for 2017 for Russia and the subjects of the Russian Federation, as well as 155 conclusions of forensic psychiatric expert commissions in terms of the purpose and choice of the type of compulsory treatment was carried out. Results and conclusion. A large scatter of actual statistical data on the ratio of the applied types of compulsory treatment in different territories of the country has been established, which is associated with differences in the approaches to determining the potential public danger of patients, underestimation of risk factors. A model of organizing the activities of forensic psychiatrists, experts and psychiatrists has been formed when making recommendations for the courts on the appointment of compulsory medical measures. This model consists in determining and justifying the potential public danger of a patient when using, along with a clinical method, a structured professional judgment, a two-stage algorithm for making expert decisions with a comprehensive analysis of clinical, personal, criminological and social parameters.
