Private Higher Education Institutions and the Objectives of State Educational Policy

This article is based on the author’s address delivered at the symposium of the Russian Ministry of Science and Higher Education with heads of non-state universities on 18 July 2025. The author identifi es key objectives of state educational policy where non-state (private) higher education institutions could make substantial contributions, including: expanding access to higher education, fostering youth development, establishing research schools, implementing educational innovations, and fulfi lling social missions. The author asserts that state policy regarding non-state higher education institutions cannot be limited exclusively to formal regulatory parameters – specifi cally state-funded enrollment quotas and tuition-based admission limits, but must fully account for these institutions participations in addressing broader national priorities.
