Some general questions of organizing higher education in sustainable sovereign systems

Higher education is able to contribute substantially to facilitation of sustainability of sovereign systems. However, this requires solution of several principal tasks related to its organization. The present work offers their sequential treatment. Conceptual analysis serves as a method. It is shown that full involvement of faculty members in research has the first-order importance. This requires proper selection of young staff members in the course of their previous education at university. Finally, conjugation of educational and research activities makes important not only the choice of optimal model of content formation in higher education programs, but also overcoming general barriers on the way of their implementation, which include weak diversification of research interests within faculty teams and relatively small size of the latter. Evidently, organizational activities aimed at normalization of higher education in sovereign system should be offered within the framework of well-designed state approach.
