Some theoretical and methodological, organizational and legal features of using artificial intelligence in the Russian Federation

The article is devoted to the study of theoretical and methodological, and organizational and legal features of using artificial intelligence in the conditions of a dynamically developing process of digitalization. The authors analyze doctrinal and practical issues, normative legal acts, program documents, strategic planning documents, standards, provide statistical data, examples of the introduction and use of digital technologies, draw conclusions about the impact of information technologies not only on the organization and activities of public authorities, but also the implementation of legal regulations, the use of a complex of technological solutions (artificial intelligence) in various spheres of society and the state. They address the issues of artificial intelligence interpretation through the prism of the existing concept of «an electronic person», the legal personality of artificial intelligence, its responsibility and, accordingly, the definition of its legal status and role in the society.
