The urgency of differentiated approach of university staff development in regard to peculiarities of research activity

Scientific profiling of universities is imperative, and its support requires solution of staff-related questions. One of them is about formalization of research activity in higher education. It is proposed to treat conceptually three principal approaches answering this question (launching laboratories, research individualization, and interaction with researcher pools). The attention is paid to peculiarities of staff development when each of them is used. For instance, interaction with researcher pools can be realized via creation of “anchorages” in the form of virtual laboratories or institutes of invited specialists. The approaches are equal, and the suitability of each of them is determined by investigation directions and scientific knowledge fields. If any university is interested in holistic and not too specialized development, it should use all approaches simultaneous and so to differentiate its staff policy.
