For successful implementation of reforms in the Russian Federation it is necessary to establish and function thoroughly considered system of legal simulation. It is impossible to do without formation of orderly terminological system, and first of all, on the level of normative legal acts. The article considers the need of deep comprehension, on the theoretical level, the normative legal terms of stimulation institution in Law.
